FSSAI LICENSE

Today we are going to discuss about the most important registration or license, which is FSSAI License. It is required to be obtained by every person, who wants to start their business as an owner of a restaurant, hotel, bakery or food stall in India or in simple words we can explain it as, every person who is involved in food business like manufacturing, processing, storage, distribution & scale of food products must compulsorily obtain license of FSSAI.

Depending on the size and nature of the business, FSSAI registration may differ from the FSSAI license. All the FBOs (Food Business Operator) are required to obtain the mandatory license or the registration according to the size of their business.

Basically, it is a 14-digit registration or a license no. which is printed on all the food packages. We can get all the details about the assembling state and producer’s permit by the help of this 14-digit registration or license number. the procedure of licensing and registration are regulated by the Food Safety & Standards Regulations, 2011.

Who requires FSSAI registration ?

Here is the list of guidelines, which is required for the registration of public company.

  • Petty retailers and retail shops such as Retail Shop, Snacks shop, Confectionery or Bakery Shop, etc.
  • Temporary stalls or fixed stall or food premise involved in the preparation, distribution, storage and sale of food products such as Gol Gappa stall, chaat stall, fruits/vegetable vendors, Tea Stall, snacks stall, Bread Pakoda stall, Samosa stall, Chinese food stall, south Indian food stall, sweet stall, juice shops, etc
  • Hawkers who sell packaged food by travelling (usually on movable carts) from one place to another.
  • Dairy units including Milk chilling units, Petty milkman and Milk vendors
  • Vegetable oil processing units.
  • Slaughtering houses such as meat shops, mutton shops, chicken shops, lamb meat, etc.
  • Meat processing and fish processing units.
  • All food manufacturing/Processing units that include Repacking of food
  • Proprietary food and Novel food
  • Cold/refrigerated storage facility.
  • Transporter of food products having a number of specialized vehicles like insulated refrigerated van/wagon, milk tankers, food wagons, food trucks, etc
  • Wholesaler, supplier, distributer and marketer of food products.
  • Hotels, Restaurants and Bars
  • Canteens and Cafeteria including mid-day meal canteens.
  • Food vending agencies, and Caterer.
  • Dhaba, PG providing food, Banquet halls with Food Catering arrangements, home based canteens and food stalls in fairs or religious institutions.
  • Importers and Exporters of food items including food ingredients.
  • E-Commerce food suppliers including cloud kitchens.

FSSAI LICENSE ELIGIBILITY

Apart from the small scale business, all other FBOs have to obtain the FSSAI license. It can be classified into two categories, which are - i) State FSSAI license, ii) Central FSSAI license.

It is totally based on the size of the business, whether it is a small scale, medium scale or the large scale business

Large scale food businesses like the large manufacturer, importers, exporters etc. get registered under the central government. On the other hand, those FBOs, who operates their business with small to medium sized manufacturing units like transporters, marketers, traders, etc. required to get registered under the state government.

Those FBOs, whose turnover is around 12 lakhs to 20 crores can apply for the state license, along this FBO having the turnover of more than 20 crores and needs to operate their business in more than 2 states can apply for central license.

REQUIRED DOCUMENTS FOR OBTAINING FSSAI LICENSE

There are some documents, which are required for obtaining FSSAI basic registration, FSSAI state license and FSSAI central license :

  • Photo identity proof of the food business operators.
  • Business constitution certificate.
  • Latest water/telephone/gas or power bill of the registered office, not more than 2 months older.
  • Proof of possession of business premises, i.e rental agreement or the utility bills, etc
  • Food safety management system plan.
  • List of food products manufactured or processed.
  • Bank account information
  • Supporting documents (if required) like NOC by municipality or panchayat, health NOC, copy of license from the manufacturer, etc.

Required documents for obtaining FSSAI central license :-

  • Form B duly completed and signed
  • Plan of the processing unit showing the dimensions and operation-wise area allocation.
  • List of directors/partners/proprietor with address, contact details, and photo ID.
  • Name and list of equipment and machinery used with the number and installed capacity
  • Name and list of equipment and machinery used with the number and installed capacity Analysis report of water to be used in the process to confirm the portability
  • Source of raw material for milk, meat etc
  • Recall plan wherever applicable
  • Ministry of Commerce Certificate for 100% EOU.
  • NOC/PA document issued by FSSAI
  • IE code document issued by DGFT.
  • Form IX
  • Certificate of Ministry of Tourism.
  • Supporting document for proof of turnover and transportation.
  • Declaration form

COST OF FSSAI LICENSE

While submitting the FSSAI registration form, the FBO needs to pay the fees. The FSSAI registration fees varies in different types of registration, which are mentioned below :-
